Dallas issues energy P3 RFI

The city of Dallas, Texas, has issued a request for information seeking input on a potential public-private partnership to build a central utility plant and energy infrastructure for the Kay Bailey Hutchison convention centre.

The city is evaluating opportunities to incorporate modern and efficient energy systems into the convention centre campus and the surrounding district. The RFI focuses on the development of a central utility plant to provide heating and cooling and explores the feasibility of a district energy approach for adjacent developments and areas in downtown and south Dallas. 

Responses to the RFI will assist city staff in evaluating technology, financing and partnership models and in determining the feasibility of private sector participation. The RFI is seeking advice on size and infrastructure requirements; energy technologies, including renewable power, energy storage, geothermal and combined heat and power; and delivery and operating models, such as build-operate, design-build-finance-operate, or design-build-finance-own-operate.

The city's convention and event services coordinated with Inspire Dallas to issue the RFI and will present the responses to city council for recommendations on moving forward towards full solicitation. Responses to the RFI are due by April 10.
