Sao Paulo has approved the contract with the C2 Mobilidade Sobre Trilhos consortium for the Trem Intercidades Eixo Norte rail public-private partnership project linking Sao Paulo to Campinas.

The consortium is led by local transport group Comporte Participacoes with 60%, alongside China’s CRRC with 40%. The group has signed the 30-year concession contract that will push the companies towards financial close.

Overall project costs are R$14.2bn (US$2.7bn), with state-run development bank BNDES recently approving a R$6.4bn financing for the link.

The 101km intercity line will have a stop in Jundiai and trips will take one hour and connect with Line 7, or the Ruby line, of the Sao Paulo metro.

The consortium will have four income streams: a public contribution; availability payments from the granting authority for operation of the metro; fares; and accessory revenues.

The concession term will begin in 2026 when the project starts construction. Test operations are slated to begin in 2031.
